the age of ten years, who shall appear by the written certificate
of the said President and Directors, filed by them in the Office
of the Comptroller, to have been sent by them to Africa, within
the period of two months immediately preceding the date of such
certificate; Provided, the safd payments, per capita, under the
provisions of this section, shall not exceed the sum of five thou-
sand dollars in any one year.
3*. The officers of said Society, shall not be entitled to receive
any compensation for the removal of any free negro or free
negroes, unless said free negro or free negroes shall have been
bona fide residents of this State for the space of five years "next
preceding their removal.
ARTICLE XX.
Commissioners of Public Works
The Commissioners of Public Works shall each receive a salary
at the rate of two hundred dollars per annum, to commence
from the time he qualifies by taking the oath of office.
ARTICLE XXI.
Commissioners to take Acknowledgments.
SEC. 1. The Governor, by and with the advice and consent of
the Senate, shall biennially appoint and commission one or more
Commissioners in each State, District or Territory of the United
States, who shall have authority to take the acknowledgment
and proof of the execution of any deed or other conveyance or
lease of any lands, tenements or hereditaments lying in this
State, or any contract, letter of attorney, or any other writing,
under seal, to be used and recorded in this State.
2. The said commissioners shall hold their office as other civil
officers of this State appointed in pursuance of the fourteenth
section of article second of the Constitution.
