998 JOURNAL OF PROCEEDINGS [Mar. 21,

Ordered, That it be entered on the Journal that had Mr.
Montague, of Baltimore county, been in his seat on yester-
day, he would have voted for the Baltimore County Road
bill.

Which was adopted.

Mr. Nicolai submitted the following order :

Ordered, That if Mr. Nicolai had been present on Satur-
day morning last when the school bill was put upon its pas-
sage, he would have voted for the bill.

Which was adopted.

The Secretary of the Senate returned the bill entitled an
Act to provide for the liquidation and settlement of claims for
arming and equipping the Militia,

Endorsed, "Passed by yeas and nays, with proposed
amendments."

Amendments proposed:

Amendment to title, after "claims" insert " heretofore
contracted ;" after " equipping" insert "and uniforming ;"
strike out preamble.

Strike out section 1, and insert in lieu thereof the following :

Be it enacted, That the Comptroller be and is hereby au-
thorized and directed to receive and audit all claims and de-
mands for arms or equipments or uniforms heretofore furnished
to the State or the militia since the last session of the General
Assembly, on contract with, or order by, or request of the
Governor.

Section 2, strike out " Adjutant General " in line 4, and
insert "Comptroller ;" after the word " claimant" in line 5,
insert " and Adjutant General."

Strike out section 3 of the bill and insert, " that the said
Comptroller shall as soon as may be, after said claims are
presented to him, pass upon and audit them, and allow for
payment such as he may find correct and true, and shall
draw his warrant upon the Treasurer in favor of each claim-
ant for the amount so found by said Comptroller to be justly
and truly due to said claimant, and said warrants shall he
paid out of any money thereafter in the Treasury not other-
wise appropriated, provided the whole amount of said war-
rants shall not exceed three hundred thousand dollars.

Strike out section 4.

The amendments were severally read and adopted,
