Leave was granted to the Committee on Corporations to
report a bill to amend the corporation of Hagerstown.

On motion of Mr. Slingluff,

Leave was granted to the Committee on Ways and Means
to report a bill for the removal of the remains of the late
Philip Evan Thomas.

Mr. Mullin moved that

Leave be granted to the Committee on Education to
introduce a bill to authorize the appointment of three Com-
missioners to prepare a general system of free public instruc-
tion, and to report the same to the General Assembly at its
first session held after December 31st, 1868.

Which was read, and,

On motion of Mr. Coudy,
Was laid on the table.

On motion of Mr. Sudler,

Leave was granted to the Committee on the Judiciary to
report a bill for the relief of Joseph C. Anderson.

On motion of Mr. Chapman,

Leave was granted to the Committee on the Judiciary to
report a bill granting appeals to the Circuit Courts of Balti-
more city Court, in all cases of criminal prosecution before
Justices of the Peace.

On motion of Mr. Smith, of Worcester,

Leave was granted to the Committee on Education to
report a bill to continue in force for eighteen months after
the 1st of April, 1868, the Article of the Code of Public
General Laws, entitled "Public Instruction."

On motion of Mr. Devecmon,

Leave was granted to the Committee on Corporations to
introduce a bill entitled an Act to incorporate the Cumber-
land Permanent Land and Building Association.

On motion of Mr. Rose,

Leave was granted Messrs. Rose, Lowe, and Stewart, of
Dorchester, to introduce a bill to provide a system of public
roads for Talbot and Caroline counties.

Mr. Mitchell, Chairman of the Committee on the Judiciary,
reported favorably

A bill entitled an Act to regulate the decision of points
and questions reserved for courts in bane, as provided by sec-
tion 22, of Article 4, of the Constitution.
