So the amendment was adopted.

Mr. Iglehart submitted the following amendment as a new
sub-section :

Section 1. No scheme having yet been adopted in this
State contemplating a system of Free Public Schools for the
colored people of this State, until such a plan or scheme
shall he devised by the General Assembly, the colored people
of the State of Maryland are hereafter exempted from the
payment of taxes for school purposes.

Which was read.

The question being upon the adoption of the amendment,

Mr. Montague demanded the previous question.

Which was sustained.

The question then being,

" Shall the previous question be now put?"

It was decided in the affirmative.

The question then recurring upon the adoption of the
amendment,

Mr. McElroy demanded the yeas and nays.

The demand being sustained,
