On motion of Mr. Williams,

Leave was granted to the Committee on Inspections to report
a bill entitled an Act to repeal sections 495 to 551, inclu-
sive, of the Code of Public Local Laws, for Baltimore city,
Article 4, under the head of Tobacco, as amended and re-
amended by the acts of Assembly of 1864, chapter 346 ;
1865, chapter 194, and 1867, chapter 368, and to re-enact the
same with amendments.

On motion of Mr. Latrohe.

Leave was granted to the Committee on Corporations to
introduce a bill entitled an Act to incorporate the Monu-
mental Permanent Building and Land Society of Baltimore.

Mr. Conway submitted the following :

Ordered, That it be entered on the Journal of this House,
that Mr. Marshall is detained from his seat by the severe
illness of a member of his family.

Which was adopted.

Mr. Nicolai, Chairman of a select committee, submitted
the following report:

To the Speaker and Members of the

House of Delegates of Maryland:

GENTLEMEN — The imdersigned, the special committee to
whom was referred the subject of fixing the time of labor in
the cotton factories of the State, beg leave to report that they
have given the subject their careful and diligent considera-
tion, and have unanimously come to the conclusion that ten
hours is a proper day's work, particularly as that length of
time is fixed at present as a legal day's work in all other
mechanical branches of labor.

Your committee therefore report the accompanying bill
upon the subject. Respectfully,
