The Secretary of the Senate delivered the following mes-
sage:

BY THE SENATE,

March 3, 1868.

Gentlemen of the House of Delegates :

We respectfully request your Honorable Body to return
House bill entitled an Act to authorize the Comptroller to
invest the balance of the unappropriated fund arising from
the sale of land scrip donated to this State by the United
States, for the benefit of agricultural and mechanical arts,
for the further consideration of the Senate.

This bill received the unfavorable action of the Senate.

Which was read.
Mr. Riggs submitted the following message :

BY THE HOUSE OF DELEGATES,

March 5th, 1868.

Gentlemen of the Senate :

We have received your message requesting this House "to
return House hill entitled an act to authorize the Comptroller
to invest the balance of the unappropriated fund arising from
the sale of land scrip donated to the State by the United
States, for the benefit of agricultural and mechanical arts,
for the further consideration of the Senate," and concur
therein, and herewith return the bill.

Chief Clerk.
Which was read, assented to, and sent to the Senate.

The Secretary of the Senate returned the House bill en-
titled an Act to incorporate the German Savings Bank of
Maryland, endorsed " passed by yeas and nays, with pro-
posed amendment."

Amendment proposed :

Strike out the eleventh section, and insert the following in
lieu thereof:

The stockholders of said bank shall be liable to the amount
of their respective share or shares of stock in said bank or
banking institution for all its debts and liabilities upon note
or notes, bill or bills, or otherwise. The books, papers, and
accounts of said bank shall be open to inspection under such
regulations as may be prescribed by law.
