The hour of 12 o'clock M. having arrived,
In conformity with the act of Congress, July, 1866, chap-
ter 245, entitled " An Act to regulate the times and
manner of holding elections for Senators in Congress," the
Senators of Maryland appeared in the hall of the House,
and the two Bodies, conjointly, proceeded to hold an election
ibr a Senator in the Congress of the United States, the Hon.
Philip Francis Thomas, Senator elect, having been refused a
seat in that body by the said United States Senate.
The roll of Senators and Members of the House of Dele-
gates being called, it appeared, by a viva voce vote of each
Senator and Member present, (a majority of all the members
elected to both Houses being present, and voting,) that on the
