diate duty it shall be, after careful examination,
to make a written report thereof to the next Gen-
eral Assembly, and recommend such steps to be
taken in the premises as shall seem best to secure
the public interest.

Time for
starting.

Sec. 15. And be it enacted, That said Company
shall start and run their cars for the transportation
of passengers and property at regular times to be
fixed by public notice, and shall furnish full and
sufficient accommodation for the transportation of
all such passengers and property, as shall within
a reasonable time previous thereto be offered for
transportation at the place of starting, and at the
usual stopping places for receiving and discharging
way-passengers and freight for that train, and
shall receive, transport and discharge such passen-
gers and property at, from, and to all such places
on the due payment of the freight or fare duly
authorized therefor, and shall be liable to the party
aggrieved in action for damages for any neglect or
refusal in the premises.

Charge toll.

Sec. 16. And be it enacted, That said Company
shall be entitled to charge as tolls a sum not ex-
ceeding four cents per ton per mile on all goods,
merchandise or property of any description whatso-
ever transported on said railroad, and also a sum
not exceeding four cents per mile for each passen-
ger whom they may transport on said road, au-
thorized to be built by this Act.

Exhibit
affairs.

Sec. 17. And be it enacted, That at the regular
annual meetings of the stockholders of said Com-
pany, it shall be the duty of the President and
Directors in office for the preceding year to exhibit
a clear and distinct statement of the affairs of the
Company, and that any called meetings of the
stockholders, or a majority of them present, may
require similar statements from the President and
Directors, whose duty it shall be to furnish them
thus required, and at any general meeting of the
stockholders a majority in value of all the stock-
holders in said Company may remove from office
any President or Director of said Company, and
may appoint others in their stead.

Dividends,

Sec. 18. And be it enacted, That the President
and Directors shall annually or semi-annually, de-
clare and make such dividends as they may deem
