Sec. 12. And be it enacted, That the said Com-
pany shall have power to erect bridges over all
waters crossing the said road, and may enter upon
and take all land and material necessary for the
construction of said fridges, provided, neverthe-
less, that the president and managers of said
Company may agree with the owners for the pur-
chase of the same, and in case they shall not be
able to agree with the owners/ or if the owner
should be a feme covert, non compos mentis, or
under age, the president shall then proceed in the
manner directed by the ninth section of this Act,
and all appropriations of land er materials for the
construction of said bridge shall be subject to the
same regulations specified in the ninth Section.

Erect bridges.

Sec. 13. And be it enacted , That the said Com-
pany, having perfected the said road aforesaid, it
shall and may be lawful for them to appoint such
and so many toll-gatherers as they shall think
proper, to collect and receive of or from any per-
son or persons using said road, the tolls and rate
per mile, the same to be regulated by the president
and managers of said Company ; provided, that
the rates and tolls so regulated shall not exceed
those of other roads of like nature in this State,
and stop any person riding, leading, or driving
any horses, mules, oxen, coaches, cart, wagon,
wain or sled, cattle, hogs, sheep, sulkey, chaise,
phaeton, or other carriages of pleasure or burden,
from passing through said gates until the tolls for
the said passage shall have been paid.

Tolls.

Sec. 14. And be it enacted, That the said Com-
pany shall be and is hereby clothed and invested,
as respects said road, with all and singular the
rights, privileges and advantages not inconsistent
with the provisions of this Act, that are held, used
und possessed by the several turnpike companies in
this State, and shall be governed by the same
regulations, and be subject to the same fines, pen-
alties and restrictions as the said companies now
are, where the same are not inconsistent with the
provisions of this Act.

Powers.

Sec. 15. And be it enacted, That the president
and managers of said Company shall keep a fair
and just account of all moneys received by them
from the said Commissioners and from the sub-
