CHAPTER 181. AN ACT to add to the fourth Article of the Code of Public Local Laws the following sections, empowering the Mayor and City Council of Bal- timore to construct, open, enlarge or straighten sewers within the limits of the city, and to pro- vide the means for paying for the same, and compensation for any damage to property hold- ers caused by the construction, opening, en- larging or straightening of any sewer within the limits of the city.
SECTION 1. Be it enacted by the General Assembly of Maryland, That the Mayor and City Council of Baltimore shall have full power to provide for constructing, opening, enlarging or straightening any sewer through any street, lane or alley, or through any private property, upon giving thirty days notice in writing to the owners or agents of said private property within the bounds of the city, when in their opinion the convenience or welfare of the city may require it, to provide for ascertaining whether any and what amount of actual damage will accrue thereby, and what amount of actual benefit will thereby accrue to the owner or possessor of any ground or improve- ments within or adjoining to the city, being gov- erned as far as practicable by the number of super- ficial feet drained, and to provide for assessing and levying either generally on the whole assessable property of the said city, or by a loan for the spe- cial purpose for constructing, opening, enlarging or straightening any sewer the sum necessary to pay the expense or cost, or specially on the pro- perty of persons actually benefited, the whole or	Constructing or enlarging sewers.
