annually for such amounts, payable to the Com-
missioners of Havre de Grace.

Sub-Sec. 5. All fines imposed by any ordinance
of said Commissioners may be collected in the
name of the Commissioners before a Justice of the
Peace similar to the mode of collecting small
debts, and the delinquent shall stand committed
to the county jail until the same is paid with costs.
The Sheriff of Harford County shall receive and
safely keep in the jail of said county all persons
who shall be committed by any Justice of the
Peace of said town to said jail for breach or viola-
tion of any of the ordinances of said town, accord-
ing to the tenor of the commitment and in the
same manner and under the same regulations as
persons committed for the violation of the laws of
this State.

Sec. 2. And be it enacted, That this Act shall
take effect from the date of its passage, and the
General Assembly reserves to itself the right to
amend, alter or repeal this Act at pleasure.

AN ACT to Incorporate the Baltimore and Pikes-
ville Railroad Company of Baltimore.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That Lewis Turner, Jr., John T.
Ford, Edwin Walters, John Lewin, Francis Kirk,
L. P'. D. Newman, Frank L. Morling and William
Lewin be and are hereby appointed Commissioners
to open books and receive subscriptions to the capital
stock of the Baltimore and Pikesville Railroad
Company, hereby incorporated, and they or a ma-
jority of them shall at any time within one year
after the passage of this Act, procure a sufficient
number of suitable books, which shall be opened
