to the erecting or building of ^rharves in the said
town, to regulate the moving of rafts, arks and
boats, and to prevent all nuisances and obstruc-
tions from being placed in the waters of the Sus-
quehanna River in front of said town.

 

Sec. 55. Any person aggrieved by the decision
of the Commissioners in fixing the line or point of,
high water mark may, at any time within one
year, appeal to the Circuit Court for Harford
County, and the said Court shall hear testimony
and review the decision.

Appeal.

Sec. 56. The said Commissioners shall have
power to levy and collect, taxes in said town, not
exceeding in any one year sixty cents in the hun-
dred dollars, on the assessable property of said
town.

Lay taxes.

Sec. 57. They shall, once in every five years, or
oftener if they think proper, appoint two assessors,
who shall value and assess the property in said
town, in the same manner and with like authority
as county assessors, but in assessing any of the
lands within the limits of the town, which may be
occupied and used as farms, or may be part or
parts of farms, such lands shall be valued and
assessed as lots of ten acres, with the buildings
and improvements thereon, and not by the num-
ber of acres in said farms or parts of farms ; and
said assessors shall make oath before the said
Commissioners that they will faithfully and im-
partially make the said assessment to the best of
their judgment ; and they shall be paid for their
services by said Commissioners out of the taxes
levied as aforesaid.

Assessors.

58. Any person may appeal from the assess-
ment of the assessors to the said Commissioners,
who may make such deductions therefrom as they
may deem just, and they may add thereto the
value of any property which may have been omit-
ted in the assessment, and all buildings and im-
provements, and all property created or acquired
since said assessment, and make transfers of such
property as has changed owners since said assess-
ment.

59. The Commissioners may, from time to time,
under such conditions as they may by their ordi-
