three Skillful and judicious persons to review and
examine the same, and report to them in writing
whether the said road is so far extended, in a mas-
terly and workmanlike manner, according to the
true intent and meaning of this Act, and if .their
report shall be in the affirmative, then the County

Commissioners shall license, under their hands and
seals of the State, the said President, Directors
and Company to erect suph and so many gates
upon and across said road as will be necessary and
sufficient to collect the tolls and duties hereinafter
granted to the said Company, from all persons
traveling upon the same with horses, cattle, wa-
gons, carts and carriages.

Sec. 12. And be it enacted, That the said Com-
pany shall have power to erect bridges over all
waters crossing the said road, and may enter upon
and take all land and material necessary for the
construction of said bridges ; provided, neverthe-

less, that the. President and Directors of said Com-
pany may agree with the owners for the purchase
of the same, and in case they shall not be able to
agree with the owners, or if the owners should be
a feme covert, non compos mentis, or under age, the
President shall then proceed in the manner di-
rected in the ninth section of this Act, and all ap-
propriations of land or material for the construc-
tion of said bridges shall be subject to the same
regulations specified in the ninth section.

Sec. 13. And be it enacted, That the said Com-
pany having perfected the said road aforesaid, it
shall and may be lawful for them to appoint such
and so many toll-gatherers as they shall think
proper, to collect and receive of or from any per-
son or persons using said road the tolls and rate
per mile, the same to be regulated by the President
and Directors of said Company ; provided that the
rates of toll so regulated shall not exceed those of
other roads of like nature in this State, and stop
any person riding, leading or driving any horses,
mules, oxen, coaches, cart, wagon, wain or sled,
cattle, hogs, sheep, eulkey, chaise, phaeton or
other carriage of pleasure or burden from passing
through the said gates until the toll for the said
passages shall have been paid.
