Gentlemen of the Senate : The House of Delegates most respectfully return herewith. a bill entitled an Act to repeal section 18 of Article 73 of the Public General Laws, entitled Penitentiary, and to re-enact the same with amendments, passed by your House with pro- posed amendments.
