The power and authority to appoint the road supervisors,
and also to have charge of and control over the public roads in
the several counties, certainly and of necessity carries with
it the power to prescribe the time, manner and by whom the
taxes shall be expended, otherwise it would be impossible
properly to execute the law.

Your Committee, therefore, are fully convinced that the
powers conferred by existing laws are quite sufficient for
all the probable necessities of any of the counties, and, con-
sequently, that no further legislation is expedient or neces-
sary, and we respectfully ask to be discharged from a further
consideration of the subject.

Senate bill entitled an Act to repeal the Act of 1865, chap-
ter 60, entitled an Act to repeal sections 139, 140, 141, 142,
143, 144, 145, 146, 147 and 148 of the Code of Public Local
Laws for Somerset county, relating to retailers, and to re-
enact the said sections, 139 to 148 inclusive, of Article 19 of
the Code of Public Local Laws for Somerset county,

Was read a second time and ordered to be engrossed
for a third reading.

Senate bill entitled an Act to add additional sections to the
Act of 1867, chapter 377, to be embraced in the 22d Article
of the supplemental Code of Public Local Laws for Wicom-
ico county, sub-title "Salisbury," to follow section 10 of
said Article,
