The following message from his Excellency, Governor
Swarm, was delivered by the hands of John M. Carter, Sec-
retary of State.

Which was read.

EXECUTIVE DEPARTMENT..

ANNAPOLIS, February 6th, 1868.
To the Senate :

GENTLEMEN : I have this day signed and transmitted to
the Clerk of the Court of Appeals, the following hills re-
ceived from your Honorable Body on the 30th day of Janu-
ary, ultimo:

An Act to amend Article twenty-nine of the Code of Pub-
lic General Laws of the State of Maryland, adding thereto
the following sections:

An Act to authorize Lemuel Malone, to settle his accounts
as guardian to George W. Smith, and to pay over all money
due said ward.

An Act to make valid the official Acts of the Justices of the
Peace, Constables and Supervisors of the Puhlic Roads in
Wicomico county.

THOMAS SWANN,

Governor.

House bill entitled an Act to enable Thomas Gemmell to
hold lands and dispose of the same,

Was read the third time, and passed by yeas and nays as
follows :

AFFIRMATIVE.

Clarke, Malone,

Carroll, Parker, of Calvert

The bill was then returned to the House of Delegates.

House hill entitled an Act to provide for the appointment
ot four Superintendents to supervise and control the repairs
and improvements of public county roads in Allegany
county, the one leading irorn Oakland to Accident, and one
from Accident to the National road west of Grantville, the
other from a point on said road near McHenry's Gate, to Sel-
bysport, in said county, and to authorize the County Com-
