The Democratic Conservative party, by its patient faith,
its devoted courage, its heroic acts, its unswerving fidelity to
sound principles, has achieved within the past year unpar-
alleled success.

The issues which were presented to us, were well calculated
to nerve the heart and energy of every honest and fair minded
man. They were, whether this great country was to be ruled
by the white race, or be placed under the controlling in-
fluence of the uneducated descendants of Africans. This was
and is yet the issue.

I beg again, gentlemen, to tender to you, one and all, my
deepest gratitude for this renewal of your confidence, and
promise that the State shall have the benefit of my humble
ability and efforts in every possible way that can be suggested
in order to promote and develope her interest.

I accept the office again, with, its honors and responsibili-
ties, and shall endeavor in the future, as in the past, to merit
and deserve the confidence of the people of my State.

Mr. Clarke, from the Joint Committee on Printing, made
the following recommendation: That there be printed for the
use of the Senate and House of Delegates the following :

Treasurer's Report—1,000 copies divided with the members of
the General Assembly, which will allow to each member
9 copies ; cost of eacli copy 8 cents.

Penitentiary Report—1,000 copies divided with the members
of the General Assembly, which will allow to each mem-
ber 9 copies ; cost of each copy 10 2/3 cents.

Superintendent of Agriculture and Labor Report—5,000
copies divided with the members of the General Assem-
bly, allowing to each, 45 copies; cost per copy 3 cents.

School Report—8,000 copies in English and 2.000 copies in
German, to be divided as follows: 1/3 of the 10,000, or
3,333, for use of the Senate ; 2/3 of the 10,000, or 6,667,
for use of the House of Delegates, which will allow
to each Senator 133 copies, and to each member of
the House of Delegates 77 copies ; cost of copy of said
report 46 cents.
All of whi/ch is respectfully submitted.
