On motion by Mr. Kimmel, it was

Ordered, That the Printer to the General Assembly be
and he is hereby directed to have folded for the use of the
Senate fifty copies of the report of the Commissioners ap-
pointed to prepare the drafts of General Laws relating to
corporations and other purposes, with a fly-leaf for every
leaf of printed matter for amendments and annotations.

Mr. Earle offered the following joint resolution, which
was read, and, on his motion, made the special order for
Tuesday, the 28th instant, at 1 P. M. :

Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby requested to issue full par-
dons to all persons who have been heretofore convicted and
are now confined in the penitentiary for enticing or assisting
slaves to escape from their owners, and for all offences what-
ever, under any statute or statutes, or joint resolutions, which
were heretofore passed to protect the relation of master and
slave, as it existed in this State prior to the adoption of the
Constitution of 1864, it being the sense of the General
Assembly that all parties now confined in pursuance of
prosecutions growing out of the institution of slavery, in
whatever manner, should be immediately released.

Mr. Malone presented a petition from the Commissioners
of Wicomico county in regard to the books of the last as-
sessment of the property of Somerset and Worcester counties.

Which was read and referred to the Senators from Som-
erset and Worcester.

Mr. Parker, of Worcester, from the select committee, re-
ported a bill entitled an Act to repeal the 32d section of
Article 22 of the Public Local Laws, title "Worcester
County," regulating the terms of court for said county, and
to re-enact the same with amendments.

Which was read the first time.

The House hill entitled an Act to incorporate the Marine
Eailway and Manufacturing Company of Havre de Grace,
