Gentlemen of the House of Delegates :
We have received your message requesting the return of
the House hill entitled an Act to add a new section to Arti-
cle 36, of the Code of Public General Laws, title "Estrays
and Vessels adrift." We respectfully inform your Hon-
orable Body, that the bill has been passed by the House
of Delegates, and the time having elapsed, when a reconsid-
eration can be had. And the Senate respectfully decline to
return said bill.

Also, returned the bill entitled an Act to regulate the
issuing of license for the sale of spirituous or fermented
liquors within the Borough of North East, Cecil county;
passed at January session, 1864, chapter 348, and to re-enact
the following in lieu thereof, endorsed, "Passed by yeas and
nays."

The bill entitled an Act to repeal the Act of 1867, chapter
366, entitled an Act making appropriations for the support
of the Government for the year ending on the first day of
January, 1869, and to substitute the following in lieu
thereof, endorsed, "Passed by yeas and nays, with proposed
amendments."
Amendments proposed:
1st. Section 1, lines 21 and 22, strike out all after the word
"dollars" in the 21st line, to the word for, in the 22d line,
and insert in lieu thereof: for balance of salary of Superinten-
dent of Public Instruction to the expiration of his term of ser-
vice, fifteen hundred dollars, or so much thereof as may be
necessary.
2d. Section 1, line 24, amend by inserting after the word
dollars, the following : to purchase portfolios and small lad-
ders for the Land Office, and have certain repairs done to
the furniture therein, two hundred dollars.
3d. Section 1, line 49, strike out all after the word ten, to
the word to, in same line.
4th. Section 1, line 65, insert after the word Assembly,
the word ten ; and after the word dollars, insert the words
"or so much thereof as may be necessary."
5th. Section 1, lines 145 and 146, strike out all after the
