The Secretary of the Senate returned
The bill entitled an Act to repeal section 18, of Article
73, of the Public General Laws, entitled " Penitentiary,"
and to re-enact the same with amendments,
Endorsed "passed by yeas and nays, with proposed
amendments."
Amendments proposed :
Section 1, line 4, strike out all after the word follows, and
insert the words, the directors may enter into contracts for
the employment of the convicts in the penitentiary, and for
the sale of manufactures in the institution ; but in every
case the contracts and sales shall be to the highest bidder,
after due public notice inviting bids, and all purchases of
articles or goods wanted by the institution shall be made
from the lowest bidder, after like public notice.
Amend second section by inserting in line 6, after the
word " Penitentiary," the following: " And for the sale of
the manufacturies in the Institution."
Amend section 1, line 7, by inserting after the word "pro-
per," the following: "And may employ such agent or agents
for the purchase of articles or goods wanted by the Institu-
tion, and allow the agent so employed such compensation
as the Directors may deem right and proper."
The amendments were rejected.
