Where actions are entered, agreed, struck off, discontinued or abated,

 

or are otherwise ended before final judgment or decree, the pro-

 

ceedings shall not be recorded, unless at the request of the plaintiff

 

or defendant, or his agent or attorney, signified in writing to the

 

clerks, and if recorded without such request no fees shall be paya-

in the roost public place in his office, a fair table of the fees thereby
