The governor and council directed to have marriage licenses printed in

 

the form prescribed by the act of February, 1777, ch. 12, and deli-

 

vered to the treasurers, and by them to the county clerks, after

 

countersigning, to be filled up and granted to the persons applying,

 

under the seals of such clerks, \vho shall forfeit 50 dollars on is-

 

suing any license contrary to this act, and 100 dollars for refusing

thereafter, to the treasurers, a list of licenses granted by them, and

 

to pay 25s. for every blank license delivered, and not returned to the
