laws regulating the appointment of overseers of the roads for
the said county ; and that the law authorizing the justices of
the peace to appoint overseers, be, and the same is hereby
repealed.

SEC. 2. And be it enacted, That the commissioners of the
tax of Somerset county shall, from and after the passage of this
act, meet on the first Monday of April in each year, for the
purpose of noting transfers, and hearing appeals, and shall sit
so long as shall be necessary, not exceeding twenty days in
any year, and they shall give public notice of the times of
such meetings.

WHEREAS, great inconvenience and public injury have
arisen from the mode at present provided by law for the col-
lection of fines for neglect to work on the public roads ; there-
fore,

Preamble.

Be it enacted, by the General Assembly of Maryland, That
from and after the passage of this act, all overseeers of roads
shall, as soon as fines are incurred for neglect to work on the
public roads, call upon each and every person liable to a fine
or fines, and demand the payment of the sum forfeited, and on
refusal or neglect to pay the same, the overseer shall proceed
to recover the same before a single justice of the peace, by
due course of law, as is now provided in the act to which this
is a supplement.
