SEC. 3. And be it enacted, That in all cases of such attach-
ment, the garnishee shall not be liable for any costs, but the
costs which would be chargeable to him, shall be charged to
and paid by the plaintiff or plaintiffs in such attachment.

SEC. 4. And be it enacted, That the provisions of the seventh
section of the act, to which this is a supplement, be, and the
same are hereby declared to extend to cases where the defen-
dant or defendants shall be residents of this state, at the time

AN ACT relating to Free Negroes and Slaves.

That after the passage of this act, no free negro or mulatto shall
immigrate to, or settle in this state ; and no free negro or free
mulatto belonging to any other state, district or territory, shall
