Explanatory Note:
In most cases the signature campaign is sponsored by a citizens' committee formed to
procure the signatures and campaign for the passage of the measure. Names of persons
heading committees are readily available from the secretary of state in the state where the
question is proposed. The affiliation of those persons with other interest groups is more difficult
to obtain, however.
Inquiry has been made to a few states in order to determine what types of groups sponsored
certain measures. Only three out of five states responded, and of the three the information
from one state was not useful.
