of the State, having a popu-
lation of eighteen thousand
souls, or less, shall be en-
titled to two Delegates; and
every County, having a pop-
ulation of over eighteen
thousand, and less than
twenty-eight thousand souls,
shall be entitled to three
Delegates; and every Coun-
ty, having a population of
twenty-eight thousand, and
less than forty thousand
souls, shall be entitled to
four Delegates; and every
County, having a population
of forty thousand, and less
than fifty-five thousand souls,
shall be entitled to five Dele-
gates; and every County,
having a population of fifty-
five thousand souls, and up-
wards, shall be entitled to
six Delegates, and no more;
and each of the three Legis-
lative Districts of the City
of Baltimore shall be en-
titled to the number of Dele-
gates to which the largest
County shall, or may be
entitled, under the afore-
going apportionment. And
the General Assembly shall
have power to provide by
Law, from time to time, for
altering and changing the
boundaries of the three exist-
ing Legislative Districts of
the City of Baltimore, so as
to make them, as near as
may be, of equal population;
but said Districts shall al-
ways consist of contiguous
territory. Sec. 5. Immediately af-
ter the taking and publish-
ing of the next National
Census, or after any State
enumeration of population,
as aforesaid, it shall be the
duty of the Governor, then
being, to arrange the Rep-
resentation in said House of

Prince George's, two; Queen
Anne's, two; St. Mary's, one;
Somerset, three; Talbot, two;

day in every year for ever
thereafter, elect viva voce,
by a majority of votes, two
delegates, qualified agreeable
to the said charter; that the
mayor, recorder, and elder-
men, of the said city, or any
three of them, be judges of
the election, appoint the
place in the said city for
holding the same, and may
adjourn from day to day as
aforesaid, and shall make
return thereof as- aforesaid;
but the inhabitants of the
said city shall not be entitled
to vote for delegates for
Anne-Arundel county, unless
they have a freehold of fifty
acres of land in the county,
distinct from the city.
5. That all persons, in-
habitants of Baltimore town,
and having the same qualifi-
cations as electors in the
county, shall, on the same
first Monday of October
seventeen hundred and sev-
enty-seven, and on the same
day in every year for ever
thereafter, at such place in
the said town as the judges
shall appoint, elect viva voce,
by a majority of votes, two
delegates, qualified as afore-
said; but if the said inhabi-
tants of the town shall so
decrease, as that the number
of persons having right of
suffrage therein shall have
been for the space of seven
years; successively less than
one half the number of
voters in some one county in
this State, such town thence-
forward shall cease to send
two delegates or representa-
tives to the house of dele-

delegates to the General As-
sembly for the December
session of the year of our
Lord, eighteen hundred and
thirty eight, and at each
succeeding election for dele-
gates, until after the next
census shall have been taken
and officially promulged, five
delegates shall be elected in
and for Baltimore City, and
one delegate in and for the
City of Annapolis, until the
promulging of the census for
the year eighteen hundred
and forty, when the City of
Annapolis shall be deemed
and taken as a part of Anne
Arundel County, and her
right to a separate delega-
tion shall cease, five dele-
gates in, and for Baltimore
County, five delegates in and
for Frederick County, and
four delegates in and for
Anne Arundel County, and
four delegates in and for
each of the Several Counties
respectively hereinafter men-
tioned, to wit, Dorchester,
Somerset, Worcester, Prince
George's, Harford, Mont-
gomery, Carroll and Wash-
ington; and three delegates
(in and for each of the Sev-
eral Counties respectively,
hereinafter next mentioned,
to wit, Cecil, Kent, Queen
Anne's, Caroline, Talbot,
Saint Mary's, Charles, Cal-
vert, and Allegheny. Sec. 10. From and after
the period when the next
census shall have been taken,
and officially promulged,
and from and after the offi-
