Sec. 11. In case of any
vacancy, during the recess of
the Senate, in any office
which the Governor has
power to fill, he shall ap-
point some suitable person to
said office, whose commission
shall continue in force until
the end of the next session
of the Legislature, or until
some other person is ap-
pointed to the same office,
whichever shall first occur;
and the nomination of the
person thus appointed, dur-
ing the recess, or, of some
other person in his place,
shall be made to the Senate
on the first day of the next
regular meeting of the Sen-
ate.

13. That the treasurers
(one for the western and an-
other for the eastern shore)
and the commissioners of the
loan office may be appointed
by the house of delegates
during their pleasure, and
in case of refusal, death, res-
ignations, disqualification or
removal out of the State of
any of the said commission-
ers or treasurers, in the re-
cess of the general assembly,
the governor, with the ad-
vice of the council, may ap-
point and commission a fit
and proper person to such
vacant office, to hold the
same until the meeting of the
next general assembly.

Sec. 3. The provisions of
the fourteenth and fifteenth
sections of the Act of De-
cember session of the year
eighteen hundred and thirty-
six, Chapter 197, be and the
same are hereby declared to
extend to the offices of the
Judges of the several Judi-
cial districts of this State,
and to all other offices of
this State known to the Con-
stitution, concerning the ap-
pointment of which no other
mode shall have been or may
hereafter be provided, so as
to authorize the Governor to
nominate, and by and with
the advice and consent of the
Senate to appoint, to said
offices, in case of vacancies
occurring therein; and to fill
any vacancies that may oc-
cur during the recess of the
Senate, by granting com-
missions, which shall expire
on the appointment of the
same person, or of any other
person, by and with the ad-
vice and consent of the Sen-
ate, to the said offices, or at
the expiration of one calen-
dar month ensuing the com-
mencement of the next
regular session of the Senate
whichever shall first occur.
