other civil officers of govern-
ment (assessors, constables
and overseers of the roads
only excepted), and may
also suspend or remove any
civil officer who has not a
commission during good be-
haviour, and may suspend
any militia officer for one
month, and may also suspend
or remove any regular offi-
cer in the land or sea service;
and the governor may re-
move or suspend any militia
officer in pursuance of the
judgment of a court martial.

Proposed by Act of 1817,
chapter 189. Ratified 1818.
In all appointments to be
hereafter made by the Ex-
ecutive, it shall be the duty
of the Governor, and he is
hereby required to nominate
and by and with the advice
and consent of the Council
appoint all such officers as
are directed to be appointed
by the executive, either by
the constitution or Laws of
this State.
Proposed by Act of 1823,
chapter 111. Ratified 1824. Sec. 3. All annual ap-
pointments of civil officers
in this State, shall be made
in the third week of January
in every year in the same
manner as the Constitution
and form of government now

to impair in any manner,
the validity of the commis-
sions of such persons as shall
be in office under previous
executive appointment when-
this act shall go into opera-
tion, or to alter, abridge, or
change the tenure, quality
or duration of the same, or
of any of them.
