Governor, under this Consti-
tution, shall be held on the

fifty-eight, and on the same
day and month in every

places of voting for Dele-
gates to the General Assem-
bly; and every person
qualified to vote for Dele-
gates, shall be qualified and
entitled to vote for Gover-
nor; the election to be held
in the same manner as the
election of Delegates, and
the returns thereof, under
seal, to be addressed to the
Speaker of the House of
Delegates, and enclosed and
transmitted to the Secretary
of State, and delivered to
said Speaker, at the com-
mencement of the session of
the General Assembly, next
ensuing said election.

gates shall be qualified and
entitled to vote for Gover-
nor; the election to be held
in the same manner as the
election of delegates, and
the returns thereof, under
seal, to be addressed to the
Speaker of the House of
Delegates, and enclosed and
transmitted to the Secretary
of State, and delivered to
the said speaker at the com-
mencement of the session of
the Legislature next ensuing
said election.

25. That a person of wis-
dom, experience, and virtue,
shall be chosen governor, on
the second Monday of No-
vember 1777, and on the
second Monday in every
year for ever thereafter, by
the joint ballot of both
houses, to be taken in each
house respectively, deposited
in a conference room, the
boxes to be examined by a
joint committee of both
houses, and the numbers sev-
erally reported, that the ap-
pointment may be entered;
which mode of taking the
joint ballot of both houses
shall be adopted in all cases.
But if two or more shall have
an equal number of ballots
in their favour, by which the
choice shall not be deter-
mined on the first ballot,
then a second ballot shall be
taken, which shall be con-
fined to the persons, who on
the first ballot shall have had
an equal number; and if the
ballots should again be equal J

chapter 197. Ratified 1837. Sec. 21. The General As-
sembly shall have power to
regulate by law, all matters
which relate to the Judges,
time, place and manner of
holding elections for Gover-
nor and of making returns
thereof not affecting the ten-
ure and term of office
thereby, and that, until
otherwise directed, the re-
turns shall be made in like
manner as in elections for
electors of the President and
Vice President, save that the
form of the certificates shall
be varied to suit the case,
and save also, that the re-
turns, instead of being made
to the Governor and Coun-
cil, shall be made to the
Senate, and be addressed to
the President of the Senate,
and be enclosed under cover
to the Secretary of State by
whom they shall be delivered
to the President of the Sen-
