The Traffic Court is created by Chapter 85 of the Acts of 1918,
Section 159, which authorizes the Governor to appoint two additional
Justices of the Peace for Baltimore City and designate them for duty
as a Traffic Court for the sole purpose of trying violations of the Auto-
mobile Law.

The Governor designates from the Justices of the Peace appointed
for Baltimore City, one Judge and an Associate Judge of the Juvenile
Court. (Ch. 41, 1910.)

The Juvenile Court of the City of Baltimore was created in 1902,
at which time it is believed there were only two other Children's
Courts in the United States.

It has exclusive jurisdiction over children under the age of 16
years and the general jurisdiction given by law to the Police Magis-
trates.
