742 JOURNAL OF PROCEEDINGS [Mar. 21,

The Clerk of the House of Delegates delivered the following:
bills: 8

A bill entitled, an Act to authorize the Treasurer upon the
warrant of the Comptroller, to pay J. W. Blackburn, arrears
of salary as chief clerk in Tobacco Warehouse No. 2;

Which was read the first time and referred to the Com-
mittee on Judicial Proceedings.

A bill entitled, an Act to establish another Court for the
city of Baltimore, as provided by the 41st section of the 4th
Article of the Constitution;

Which was read the first time and referred to the Commit-
tee on Julicial Proceedings.

A bill entitled, an Act to repeal sub-section 2, of section 5,
enacted as part of the 5th section of the 37th Article of the
Code of Public General Laws relating to the competency of
witnesses by the Act of 1864, chapter 109, and to enact anoth-
er provision in lieu of said sub-section 2 so repealed;

Which was read the first time and referred to the Commit-
tee on Judicial Proceedings.

Mr. Earle from the Committee on Finance, to which was
referred the bill entitled, an Act to authorize the codification
of the laws, and to appropaiate a sum of money for that pur-
pose;

Reported it with an amendment:

Mr. Compton moved to reconsider the vote on the message
submitted by Mr. Vickers, in relation to the Baltimore
Mayoralty bill;

Mr. Davis, of Caroline moved a call of the Senate;

Mr. Compton moved to lay the call on the table;

Determined in the affirative by yeas and nays as follow:
