the limits of Allegany county, and also for the
purpose above mentioned shall have power to make
such by-laws and regulations as may bo necessary;

provided, they be consistent with the laws of this
State and of the United States.

Proviso.

Sec. 2. And be it enacted, That for the purpose
of enabling said company to transport the pro-
ducts of their mines and manufactures to market
the said corporation shall be and hereby invested
with all and singular, the rights, privileges, pow-
ers, authorities and immunities and advantages
for surveying, locating and constructing railroads,
with the necessary appurtenances, from their
mines and work to connect any convenient point
or points with other existing railroads in Allegany
county, and for the making, constructing, pre-
serving and controlling the said railroads and the
necessary vehicles and appurtenances thereto be-
longing and any part thereof, and which by the
Act, and more particularly the fifteenth section
thereof, incorporating the Baltimore and Ohio
Railroad Company and its several supplements
were for the lawful purposes of said company and
the benefits of its corporation given, granted and
authorized and secured to the said company and
the President and Directors thereof respectively,
as fully and perfectly as if the same were herein
repeated, and the said corporation shall transport
on its railroad or tram way; which it may pur-
chase as hereinafter authorized, all persons and
property it the same rate of tolls and price of
transportation as charged and received or shall or
may be allowed to charge and receive by the Bal-
timore and Ohio Railroad.

Sec. 3. And be it enacted, That said corporation
shall have full and uninterrupted enjoyment and :
use of all water ways,, privileges and courses pass-
ing through the said company's lands that may
be acquired either by lease or purchase as herein-
after provided, and shall have power to erect and
establish such piers and constructing and main-
taining such boom or booms as may be necessary
for the purpose of stopping and holding logs,
boards, and such other floating timbers as may be
necessary for the legitimate purposes and use of
the manufactories and enfranchisements herein
