cause to be made proper and convenient ways for
said road to cross.

Sec. 11. And be if enacted. That if said com-
pany shall neglect to provide wagon ways as re-
quired and provided by the sixteenth section of
this Act, it shall be lawful for any individual to
sue said company and be entitled to such damages
as a jury may think him or her entitled to for such
neglect or refusal on the part of said company.

Sec. 18. And be it enacted, That the Frederick
and Pennsylvania Line Railroad shall be deemed
and is hereby declared a public highway, subject
to the imposition of tolls to be hereafter regulated
by this Act.

Sec. 19. And be it enacted, That said company
shall start and run their cars for the transporta-
tion of passengers and property at regular times,
to be fixed by public notice, and shall furnish suf-
ficient accommodation for the transportation of all
such persons and property as shall within a reason-
able time previous thereto beoffered for transporta-
tion at the place of starting and at usual stopping
places established for receiving and discharging way
pasaengers and freight for that train, and shall
take transportation and discharge such persons
and property at, from and to such places, on the
due payment of the fare or freight legally author-
ized therefor, and shall be liable to the party
aggrieved in an action of damages for neglect or
refusal in the premises.

Sec. 20. And be it enacted, That a bell shall
be placed on each locomotive engine and rung at
the distance of at least one hundred rods from the
place where the railroad shall cross any public
road or street, and be kept ringing until it shall
have crossed such road or street; or a steam whis-
tle which shall be attached to each locomotive en-
gine and be sounded at least one hundred rods
from the place where the railroad shall cross any
such road or street, except in cities, and be sounded
at intervals until it shall have crossed such road
or street, under the penalty of thirty dollars for
the neglect of the provisions of this section, to be
sued for before any Justice of the peace in the
district in which such neglect may happen in ten
