by the county as the said Commissioner may pre-
scribe; and after the said Commissioner has issued a
summons for the attendance of any person inter-
ested or connected as above described, and the
said party shall be returned by the said Sheriff as
summoned, and the party so summoned shall fail
to appear as directed or give such excuse for his or
her non-appearance as shall seem reasonable and
proper in the judgment and discretion of the said
Commissioner, then the said Commissioner is
hereby authorized, empowered and directed to im-
pose a fine upon such person of not more that fifty
dollars nor less than five dollars and cost, and
every fine thus imposed, including the cost, shall
be regarded as ajudgment in law; and it shall be
the duty of the said Commissioner to collect such
fine and cost in such manner as other judgments
are now collected in this State, and when collected
to pay the same over to the Treasurer of said
county, who is authorized and directed to place the
same to the credit of the fund authorized and ap-
propriated by the provisions of this Act.

Sec. 4. And be it enacted, That the said Com-
missioner shall adopt such measures as he may
deem most expedient and proper to fully inform
the public of the fact and object of his appoint-
ment, and as will notify and request all persons
who have been or are at present interested in the
title to any lands in Baltimore county, to examine
their title papers and ascertain if they have any
original deeds, mortgages, bills of sale or other
papers or instruments of writing which have been
recorded in the office of the Clerk of the Circuit
Court for said county and the record of which has
either been wholly or partially destroyed by fire;
and the said Commissioner may arrange for the
time and places of his sitting for the transaction of
the business of the Commission as in his judg-

ment he may deem best; provided, it shall be the
duty of the County Commissioners of said county
and they are hereby required to provide the said
commissioner with a room in the Court House in
Towsontown to facilitate him in the transaction of
the business of the Commission.
