CHAPTER 185.

AN ACT for the protection of the public against
medical imposters and for the suppression of the
crime of unlawful abortion.

20, 1867.

Be it enacted. That whereas it appears that
many persons are now practising medicine, sur-
gery and obstetrics in the city of Baltimore and
other parts of this State, who have received no
proper medical education, and who are in fact
mere imposters; and whereas there are certain
persons notoriously engaged in the unlawful pro-
duction of abortion; therefore,

Preamble.

SECTION 1. Be it enacted, That on or before the
first day of May, eighteen hundred and sixty-
seven, the Governor shall appoint twelve respect-
able physicians, graduates of some recognized
school of medicine, for the city of Baltimore, and
six for each county, who shall constitute a tempo-
rary Medical Board of Examiners for their respec-
tive districts, whoso duty it shall be to grant
licenses to such non-practising physicians as are
able to prove to the satisfaction of the board, that
they are bona fide graduates of some respectable
medical college; these licenses shall be valid until
the permanent board hereinafter provided for,
shall be prepared to issue licenses bearing the seal
of the faculty of the State, each person obtaining
such a license shall pay five dollars into the treas-
ury of the board; the money accruing from this
source shall constitute a fund for defraying the
expenses incurred by the board in the discharge
of their duty, and all money received in excess of
the necessary expenditures of this board shall be
transferred to the permanent board hereinafter
provided for; such money as well as all money re-
