BALTIMORE, February 14th, 1867.
To theHonorable,
The Speaker and Members of the
House of Delegates of Maryland.
GENTLEMEN .—
Your orderof February 6th was received this morning,
and in reply would respectfully inform you that I entered
upon the duties of the office of City Register on the first day
of February, 1866, at which time I received from John A.
Thompson, Esq., late City Register, thirty thousand six
hundred and fifty dollars, ($30,650,) and on May 31st two
hundred and fifty dollars ($250) refunded in the case of Jas.
H. Hannaway, who was proved to be a deserter, making
the whole amount thirty thousand nine hundred dollars
($30,900).
The accompanying statement will show the amount re-
ceived and expended from February 1st, 1866, to February
14th, 1867, showing a balance in bank of twenty-two thou-
sand nine hundred dollars ($22,900).
In reply to your second inquiry, (whether in disbursing
the bounty fund a per centage was charged, or whether the
soldiers were paid in full,) I would respectfully inform you
that I have paid every soldier in full, and that no per cent-
age has been, or will be charged on the payment of any
claim.
In reply to the third inquiry, (why the Register has not
settled his account with the Comptroller,) I would State that
I made my report to the State Comptroller on the first of
January, 1867, giving him a statement of receipts and ex-
penditures from February 1st, 1866, to the first day of Jan-
uary, 1867.
