be constructed, or abandoned, solely as a question of revenue,
the wisdom of the legislation of 1853 is abundantly vindi-
cated.

The undersigned, in conclusion, respectfully appeals to the
Representatives of the City of Baltimore to prevent the re-
peal of this charter, which places their people in direct com-
munication with the whole South. He appeals, with confi-
dence, to the sense of justice of Senators and Delegates to sus-
tain the charter passed by their predecessors in 1853, and
thereby maintain the wise policy heretofore established, " to
develop the resources of all sections, by affording to each,
direct access to Baltimore as a market."
