plighted faith of the State, which this Legislature is asked to
be guilty of, can prevent the construction of this great work
so necessary to Southern Maryland, and so due to that part of
the State which has cheerfully paid her taxes to develope the
interests and prosperity of every section but her own, while
she herself has asked and received not one dollar.

I have thus replied to each question embraced in the order
of your Honorable Body, and shall be always most happy to
do so.
