XLV.

All Bills reported to this House by a Committee shall be
printed, an, bill form; but Bills of a local character shall not
be printed unless ordered by a special rote of the House.

XLVI.

Reports of Committees on subjects of a private or local na-
ture shall not, in future, be entered in extenso on the Jour-
nal; but the favorable or unfavorable character only of such
Reports shall be placed on the Journal.
