March 22d, 1867.
Gentlemen of the House of Delegates :
We have received your message declining to concur in the
Senate amendments to the Militia bill, and would inform you
that the Senate insists on its amendments. We propose,
with the concurrence of your honorable body, the appoint-
ment of a committee of conference of one on the part of the
Senate and two on the" part of the House, as the readiest
mode of securing the consummation of the bill. We have
named on the part of the Senate, Mr. Earle.

Also, returned the bill entitled, an Act to repeal article 63,
Code of Public General Laws relating to Militia, and sections
652 to 770, both inclusive of article four, Code of Public Lo-
cal Laws, relating to Militia in the city of Baltimore, and to
re-enact said article 63, with amendments,
Endorsed, "considered and amendments adherred to."
Mr. Neilson submitted the following message, which was
read, assented to, and sent to the Senate :

Gentlemen of the Senate.
We have received your message proposing the appoint-
ment of a joint committee of conference on the disagreeing
votes of the two houses on the bill entitled, "An Act to re-
peal article 63, Code of Public General ,Laws, relating to
Militia, and sections 652 to 770, both inclusive of article 4,
Code of Public Local Laws relating to Militia in the city of
Baltimore, and to re-enact said article 63 with amendments,"
respectfully inform you that we concur therein. We have
appointed on the part of the House, Messrs. Neilson and
Jones.By order,

Gentlemen of the House of Delegates:
We received your message and the bill relative to the elec-
tion of Mayor and City Council of Baltimore; and having in-
stituted an investigation as to the insertion of the word " sec-
ond " in the fourth section, and it, being proved to the satis-
faction of the Senate that the said word " second" was placed
