Ordered, That the Comptroller of the Treasury report to
this House, without delay, by what authority he has refused
to acknowledge the validity of the action of this House in
fixing the compensation of its Speaker, and why he has refused
to honor the certificates of the chairman of the Committee on
Claims.
On motion of Mr. Bruce,
(The rules being suspended;)
Ordered, That it be entered on the Journal that Mr. Bruce
of Allegany county, inadvertently signed the report of the
Committee on Federal Relations, wherein provision is made
for an enumeration of all persons set free by the Constitution
of 1864. Mr. Bruce signed said report just previous to a visit
home so as to enable the Committee to report in his absence,
and not because he in any way agreed to the recommendations
of the report or was willing under any circumstances to vote
for its adoption.
The Secretary of the Senate returned the bill entitled, an
Act to repeal sections 91, 92, 93, 94 and 95 of the Code of
Public Local Laws for Cecil county, relating to fences ;
With proposed amendment.
