Believing that no better mode can be devised to compose
the animosities growing out of the late war than that con-
templated by the alternative proposition in said 5th Article
of the Constitution of the United States; therefore,

Resolved by the General Assembly of the State of North Caro-
lina, That this State doth apply to the Congress of the United
States, for the call of a National Convention, in which all the
States North, South, East and West, shall be represented
according to the Constitution, to propose such amendments
to the Constitution as shall seem fitted to promote the general
welfare, the peace, harmony and prosperity of the Union of
the United States; which amendments, when ratified by
three-fourths of the several Stases, shall be valid, to all in-
tents and purposes, as a part of the Constitution of the United
States.

Resolved further, That the Governor of this State transmit
to the President of the United States a copy of these resolu-
tions, to be communicated to the Congress of the United
States, and also a copy to the Governor of each of the States,
with the request that the same be laid before the Legislature
of each State of the Union.
Ratified March 2d, 1867.

the foregoing is a true copy of the original on file in this
office.

The bill entitled, an Act to appropriate a sum of money
for painting the dome, roof and other parts of the State
House;

Was recommitted to the Committee on Public Buildings.

The Secretary of the Senate returned the bill entitled, an
Act to incorporate Cecil Lodge, No.125, of Ancient, Free and
Accepted Masons of Chesapeake City, in Cecil county.

Also, the bill entitled, an Act to incorporate "The Balti-
more United Hotel Proprietors' Brewing and Malting Com-
pany."

Also, the bill entitled, an Act to change the name of John.
S. Smith, of Somerset county and State of Maryland to that
of John S. Powell.

Also, the bill entitled, an Act authorising the Trustees of
