without amendment, the Senate bill entitled, an Act to in-
corporate the North Branch Lumber and Boom Company ;

Which was read a second time and ordered to be printed.

Mr. Magruder, from a Select Committee, reported favora-
bly a bill entitled, an Act to amend Article 16 of the Code
of Public Local Laws relating to Prince George's county ;

Mr. Neale, from a Select Committee, reported favorably a
bill entitled, an Act to incorporate the Elkton and Massey's
Cross-Roads Railway Company;

Mr. Davis, of Charles, reported favorably a bill entitled,
an Act to repeal sections 2 and 3 of Article 36 of the Public
General Laws, entitled, "Estrays anb Vessels Adrift," and
re-enact the same with amendments ;

Mr. Jones, from a Select Committe, reported favorably a
bill entitled, an Act to divide Election District No. 2, in
Frederick county, into two polls, and to repeal an Act passed
by the General Assembly on the 1st day of February, 1862,
chapter 53, to divide Election District No. 2 into two polls,
and to repeal an Act passed by the General Assembly of
Maryland on the 25th day of June, 1861, chapter 74, enti-
tled, an Act to divide the western poll of District No. 2 of
Frederick county into two polls ;

Which were severally read a first time.
Mr. Magruder submitted the following

JOINT RESOLUTIONS :

WHEREAS, doubts exist as to the proper construction of the
Act of Assembly of 1864, chapter 243, whereby a new sec-
tion was added to the 9th Article of the Code of Public Gen-
eral Laws, concerning the assignment of State's judgments
in certain cases, and it appears right to this General Assem-
bly .that said doubt should be removed; therefore,

Resolved by the General Assembly of Maryland, both
Houses concurring, that the Act mentioned in the preamble,
and the section thereby added to the 9th Article of the Code,
shall be construed so as to apply as well to all cases in which
judgment had been rendered, or payments made prior to
the passage of said Act. as to those in which judgment was
rendered or payments made subsequently to such passage ;

Which was read a first time.

Mr. Buhrman moved that the vote by which the bill enti-
tled, an Act to incorporate the Central Maryland Railroad
Company was passed be reconsidered.
