Being upon its second reading,

Mr. Appleman proposed the following amendment:

After section 24 insert as section 25, the following :

And be it enacted, That the General Assembly, reserves to
itself the right to alter, amend or repeal this Act of incorpo-
ration at pleasure;

Which was adopted.

The bill as amended,

Was then read a second time and ordered to be engrossed
