to form portions of different electoral districts for the election
of Congressman, Senator, Delegate or other officer or officers,
a person to be entitled to vote for such officer or officers must
have been a resident of that part of the county or city in
which he offers to vote, for six months next preceding the
election and be registered therein as a qualified voter; but a
person who shall have acquired a residence in such county or
city, and been registered as a qualified voter, shall be entitled
to vo.te in the election district or precinct from which he has
removed until————, and the officer or officers of registra-
tion shall not strike from the list of voters the name of such
person or transfer the same until after such election.

Sec 12. The Clerk of the Circuit Courts of the several
counties, and of the Superior Court of Baltimore county, shall
permit examinations of the registers of names and of the
books of registration and the register, or list of voters, only
in the manner herein prescribed, or in the manner allowed
in relation to the records of his office, and in his presence or
in the presence of his deputy, and if any clerk shall violate
any of the provisions of this Article, or make any alterations.
in said books, or lists, or suffer the same to be done by others,
except as hereinbefore provided for, or shall neglect, or refuse
to perform any of the duties imposed on him by any of the
sections of this Article, he shall be deemed guilty of a mis-
demeanor, and on conviction thereof, forfeit and pay a fine of
not less than five hundred dollars nor more than two thous-
and dollars for every such offence, and be imprisoned until
such fine and costs of prosecution are paid, and be thereafter
disqualified from holding any office of honor, profit or trust:
under the laws of this State.

Sec. 13. It shall be the duty of said officers of registration
before registering any person as a qualified voter to diligently

enquire and ascertain that such person possesses the requisite
Constitutional qualifications of age, citizenship and residence,
and that he is not disqualified under the provisions of the
third and fifth sections of the first Article of the Constitu-
tution; and if any such officer shall, knowingly, corruptly
and fraudulenty permit the name of any person not possess-
ing the above qualifications, or who is disqualified as above
stated, to be entered on the list or register of qualified voters.
