collected as small debts, are now collectable before a justice of
the peace; and that all ordinances and by-laws now in force
in said town, and not inconsistent with the laws and constitu-
tion of this State, shall be in force until repealed or altered
by the said commissioners or a majority of them.

Section 3. And be it enacted, That this Act shall take
effect upon and after its passage.

protect the operatives or laborers in the Cotton Factories of
Maryland ;

On motion by Mr. Kimmel,

Said bill was re-commited to the Committee on Judicial
Proceedings ;

Mr. Stephenson, from the Committee on Finance, to which
was referred the bill entitled, an Act to provide for the com-
pensation of the Crier of the Circuit Court for Cecil county-
Reported it with the following amendment:

AMENDMENT PROPOSED.

Section 1, line 4, strike out all after the word "to," and
insert "pay out of general levy of said county, to the Crier of
the Circuit Court, four dollars per day, for each day said
court is in session, and said Crier in attendance upon said
