Mr. Neilson, from Select Committee on the Penitentiary,
also made the following report and accompanying order :

Which were adopted.

The Secretary of the Senate delivered the bill entitled, an
Act to incorporate the Equitable Gas Light Company of Bal-
timore city;

Which was read a first time and referred to the Committee
on Corporations.

Also, returned the bill entitled, an act to provide for the
compensation of the Crier of the Circuit Court for Cecil
county, with proposed amendment;

Which was read, and,

On motion of Mr. Lindsey,
Laid over informally:

Also, returned the bill entitled, an Act to amend an Act
to incorporate the town of New Town,, in Worcester county,
so as to strike out section 8th of said Act and insert another
section in lieu thereof, with the following proposed amend-
ments :

AMENDMENTS PROPOSED.

SEC. 1. Be it enacted by the General Assembly of Mary-
land, That section eight of chapter 151, be and the same is
hereby repealed, and the following section enacted in lieu
thereof:

SEC. 2. And be it enacted, That the Commissioners of the
town of Newtown, Worcester county, may make such ordi-
nances or by-laws for the regulation and good government of
said town and the inhabitants therof, to restrain disorders, and
disturbances and prevent and remove all nuisances within said
town, as to them or a majority of them may seem proper, not
inconsistent with the laws of this State, and may enforce the ob-
servence thereof under such penalties, fines and forfeitures as
they shall deem proper, rot exceeding ten dollars for any one
offence, and all such fines, penalties and forfeitures, may be
reco'vered before a Justice of the Peace, by warrant, judg-
ment and commitment to the public prison of Worcester
county, in the same manner that commitments are made for
fines imposed by the Circuit Courts of this State, on convic-
tion for misdemeanor; but the said Commissioners, or a ma-
jority of them, shall have power at any time to remit or re-
lease the said fines, penalties and forfeitures and costs, or any
