Which was read.
Mr. Turner submitted the following:

BY THE HOUSE OF DELEGATES,

January 25, 1867.
Gentlemen of the Senate:

We have received your message proposing that the Presi-
dent of the Senate and Speaker of the Houss of Delegate,
address a joint letter to his Excellency, Thomas Swana, in-
forming him of his election to the Senate of the United
States for six years from the fourth day of March, 1867, and
concur therein.

Chief Clerk.

Which was read, assented to, and sent to the Senate.
The hour having arrived for taking up the order of the
day, being

A bill entitled, an Act to frame a New Constitution and
Form of Government for the State of Maryland;

The question being upon the amendment of Mr. Linthicam
to the amendment proposed by Mr. Knott, viz:

"That each county in the State and the city of Baltimore,
shall be entitled to the same number of delegates in said
Convention, as they now have in the Senate and House of
Delegates;"

Pending the consideration of which,

Mr. Nicolai moved the previous question.

Mr. Coleman moved that the House do now adjourn;

Which was decided in the negative.

The question then recurring upon the motion of Mr.
Nicolai,

It was sustained.
The question then being,
Shall the "previous question be now put;"
It was decided in the affirmative.

The question then recurring upon the amendment of Mr.
Linthicum, to the amendment of Mr. Knott;

It was decided in the negative by yeas and nays as follow :
