Gentlemen of the House of Delegates:

With the concurrence of your Honorable Body, we desire
the return of a message transmitted to your Body on the 4th
instant, asking the appointment of a Joint Committee often,
an equal number from each House, to report a bill for the
enfranchisement and restoration to rights of citizenship of
certain citizens of this State, as this subject had already been
covered by leave to report a bill in your Honorable Body, of
which, at the time of our message, we were not aware.
