afflicted and unfortunate in mind, body and estate, and over
all they have cast the reflected influence of purity and virtue ;
and they have thus demonstrated in the purity, amiability
and untiring devotion of their lives to the interests of suffer-
ing and distress in all its forms, that poetry uttered, what so-
cial philosophy has so fully demonstrated, that they are in
deed and in truth, "Heaven's last best gift to man."
Tour Committee would in conclusion, in assuring you as
the guardians of the interest of the State that your charities
are appropriately bestowed and faithfully dispensed, suggest
that they should be continued under the same healthy regu-
lations as have heretofore been practised, feeling assured that
it will be as " bread cast upon the water,'' which will be seen
after many days, in an improved condition of public and pri-
vate morals, and the elevation to an enviable position of the
good name of our State, and cause our sisters to point to us
and say, truly, "Charity never faileth," and of the three
Christian virtues we will realize that, whilst "faith will be
lost in sight, hope end in fruition, that charity extends be-
yond the grave into the boundless realms of eternity."
